"AN ACT relating to highway safety.
Amend KRS 189.337, relating to traffic control signs, to require the Transportation Cabinet to adopt a manual of standards for flaggers to follow in directing traffic in a highway work zone; require the Labor Cabinet to establish a flagger certification program and train persons working as flaggers in a highway work zone; require the Transportation Cabinet to develop a mandatory training program for engineers and contract compliance inspectors working on state highway construction projects...."
