Practice Provision: Flagger certification and training
Description:
From Massachusetts Highway Department Road Flagger Specification:
"Flaggers used during the performance of the Work shall possess a current certificate of satisfactory completion from a Department-approved flagger training program within the previous two (2) years. Prior to the start of work, the Contractor shall provide to the Engineer a written list of certified flaggers to be used, including the most recent date of certification or re-certification for each person listed. All flaggers shall carry their approved flagging training program certification card with them while performing flagging duties. Flagger certifications shall remain valid for the duration of the project or the flagger shall be removed from the project.
Flaggers used during the performance of the Work shall have completed a First Aid training course according to the standards and guidelines of the American Heart Association or the American Red Cross. Flaggers shall carry their First Aid certification cards with them while performing flagging duties. First Aid certifications need not be renewed once the initial certification has expired."

From Massachusetts Highway Department Flagger Certification Program:
"In accordance with 701 CMR § 7.07(2), the Massachusetts Highway Department has the authority to approve Certification Programs to allow outside entities to Certify Flaggers for work on Commonwealth roadways.
The MassHighway Certification Program shall include the following components:
• First Aid (or CPR) Training meeting the standards of the American Red Cross, American Heart Association, American Lung Association or an equivalent organization that meets the same Health Industry acknowledged objectives
• Work Zone Safety Training (training to comply with safe traffic set-ups in accordance with the Manual on Uniform Traffic Control Devices (MUTCD)
• Flagger Training meeting the standards of the National Safety Council Highway Flagger Training Program, the American Traffic Safety Services Association Flagger Program, the Occupational Safety and Health Administration Training Institute Program or an equivalent Program that meets the same objectives"
"They must be at least 18 years of age and must carry a valid Certification Card at all times when performing Roadway Flagger duties. Massachusetts Flagger Certifications are valid for a period of two years, and will require a current First Aid Certification at the time of the initial Flagger Certification. A refresher course covering the principles of Work Zone Safety and Flagging Operations must be taken, and passed, within one month prior to the expiration of the certification in order to be recertified for a subsequent two years."
