Abstract: Some towns, cities, counties, and states are shuffling maintenance tasks among themselves to try to reach the most economical solutions. Usually these contracts involve cities taking on sections of state road maintenance within their area - or local agencies sharing crews or equipment. Local contracts are most likely to help when they follow some already-tried guidelines. Wisconsin formalized local cooperation some years ago and even created a best-practices review to provide guidance for agencies.
