Title: Public Policies: National Work Zone Safety Program
Abstract: Include the requirement that for each project a trained and certified person be given responsibility for assuring that the Traffic Control Plan is effectively administered. The Secretary of Transportation should direct state highway agencies to include on all projects a penalty provision to be applied for days or periods of time when the traffic control is not in compliance with the Traffic Control Plan.
