Abstract: Federal stimulus projects, routine maintenance and constant upgrading and repair of 1950s-era roads and bridges have created record levels of road work across the country. Wherever there is road work, there is a need for flaggers. Through the safety council’s programs and others in the state of Delaware and across the country, nearly 14,370 flaggers were certified five years ago and a record 10,589 were certified this year through August.
