Practice Provision: Measuring work zone performance
Description:
Illinois DOT is looking at measurements for work zone performance based on the following:
1. Delays caused by work zones shall not exceed more than 5 minutes per mile with a maximum of 30 minutes above the normal recurring traffic delay.
2. Queues caused by work zones shall be no more than 1.5 miles beyond pre-existing queues.
The state has numerous expressways so that even if a lane is closed (and some without closing a lane), the situation would still not meet one of the above critieria. Exceptions will be granted but the public information and operations planning should be more detailed to inform and provide options to the motorist.
The state continues to struggle to meet, monitor, and comply with the intent of the final rule.
