Title: Flagger Training for Construction, Maintenance and Utilities

On a highway worksite, the flagger is often the newest employee - but the flagger position is far too important to be delegated in this way. The flagger is the gatekeeper of the worksite, and needs training to do the job to the best of his/her ability.
