Roadway Safety Plus Advanced Course

Description:

The modules below are covered. Each course in the Roadway Safety Plus series opens with the Introduction module. The module lists the Roadway Safety Consortium members, credits FHWA and OSHA, clarifies the need for roadway safety training, explains why safety programs work, and provides tips on staying alert.

  • The TTC Tool Kit contains interactive tools on Temporary Traffic Control and a presentation, both based on the 2009 FHWA MUTCD (Manual on Uniform Traffic Control Devices). The presentation details the 4 parts of a TTC zone, defines all types of tapers and interactively explains taper spacing and length and advance warnings spacing. The Typical Applications Tool enables users to select any TA and then change highway type and speed to see sign spacing, taper spacing and buffer lengths. The module closes with an interactive drag and drop quiz on the parts of a TTC zone.

  • Speed Management is based on the Roadway Safety Consortium's Guidance Document of the same title. It opens with a comparative demonstration of how slower speeds can improve work zone safety. The module then addresses how drivers are told to slow down, when slower speeds are needed, changing speed limits to match conditions, voluntary speed reduction, active enforcement methods, driver feedback devices, and perceptual methods. An interactive quiz presents 7 scenarios to match with voluntary speed reductions in MPH. The module closes with a decision tool for managing speeds in work zones.

  • Access/Egress is based on the Roadway Safety Consortium's Guidance Document of the same title. The module defines 3 main challenges: acceleration/deceleration of construction vehicles, maintaining access/egress points, and controlling traffic insider the work space. The Agency/Owner branch focuses on designing safe access/egress into the project. The Contractors/Supervisors branch stresses communication, training, special considerations, use of an ITCP (Internal Traffic Control Plan), protection of motorists, and maintenance of safe access/egress.

  • Motorcycles/Bicycles is based on the Roadway Safety Consortium's Guidance Document of the same title. The module first quantifies the problem and then details the major issues: degradation in pavement surface, degradations in pavement friction, pavement discontinuities, abrupt elevation changes, and degradations in roadway geometrics. The module presents 8 recommended practices concerning the height of vertical pavement edges, temporary crossovers and alignment speed, static warning signs, targeted messages, edge transitions and elevated obstructions, pavement marking, agency criteria, and inspectors/maintenance supervisors.

  • Work Zone Mobility and Safety (Subpart K) is based on the Roadway Safety Consortium's Guidance Document of the same title. The module covers 5 main topics: positive protection, exposure controls, other controls (positive guidance, traveler information, and worker safety strategies), law enforcement, and payment for traffic control. The Macromedia Interactive Presentation Module is under construction and will be released in June 2011.

  • Staying Alert at All Times informs supervisors of the need to keep workers focused on safety. Topics include why staying alert is important, how to prevent distractions, what happens if workers become distracted, and encouraging constant safety for workers and motorists.
