The determination of work zone speed limits is typically based on state laws, agency policies, and engineering judgment. Many factors impact the decision to reduce the regulatory speed limit in a work zone, implement speed limit management strategies, and utilize speed reduction strategies. The information presented in this webinar should aid agencies and highway contractors in understanding these factors and the interaction among them.

This webinar will introduce the participant to the reasons that work zone performance measures should be established, describe a general process that agencies can follow to establish work zone performance measures that are useful to them, and provide several examples of how agencies can start computing work zone performance measures from the data they may have available or can easily collect.
The FHWA’s MUTCD Team will discuss the two proposed rules that are currently open for public comments. Among the topics to be discussed will be the proposed rule on the definition of standard statements and the use of engineering judgment, and the proposed rule on MUTCD compliance dates.
On April 21, 2010, Scott Schneider, director of safety for the Laborers’ Health and Safety Fund of North America and chairman of the work group that developed the New ANSI A10.47 Standard, provided a detailed overview about this new standard on “Work Zone Safety for Highway Construction”.
On January 28, 2010, Hari Kala (FHWA’s MUTCD Team Leader) and Ken Wood (FHWA Office of Operations) provided an overview on the major changes to the MUTCD, specifically to Part VI and directed you to resources that would help you better understand all the changes to the full MUTCD. On March 24, Speaker Scott Wolf of Dicke Safety Products presented on a case study of an actual crash and resulting law suit involving a temporary utility work zone on a low volume/low speed road. What was done and what should have been done according to the current MUTCD were examined. Lessons learned from the resulting liabilities and the other outcomes in the case were also discussed.
On Sept. 4, 2008, the National Work Zone Safety Information Clearinghouse held a free informational session on the new FHWA regulation that takes effect November 24, 2008. This new standard requires the use of high visibility clothing (as defined by ANSI/ISEA 107 standard) when working in the right-of-way on federal-aid highways. Speakers were Hari Kalla, MUTCD Team Leader for FHWA’s Office of Operations and Janice Bradley, Technical Director of the International Safety Equipment Association (ISEA).
On December 5, 2007 the Federal Highway Administration (FHWA) issued its final rule on new, supplemental regulations concerning the use and payment of uniformed law enforcement officers, positive protection measures between workers and motorized traffic, and temporary traffic control devices on construction, maintenance, and utility work zones.
