In Connecticut, the decision to use police officers for traffic control on construction projects is made during the planning phase of the project. Off-duty police officers are paid by the contractor. An officer’s duties vary, but can include using a police vehicle to assist the contractor (for example, while the contractor is placing traffic signs), or directing traffic.
Uniformed law enforcement personnel used as trafficpersons may conduct motor vehicle enforcement operations in and around work areas as directed and approved by the engineer. Marked law enforcement vehicles as well as unmarked vehicles are used.
